Shanghai launches policies to boost online content creation industry

Shanghai has announced nine new policies to promote high-quality online content creation. The measures aim to strengthen the digital content industry and boost the city's soft power.

The "Measures to Support the Creation of High-Quality Online Content," released by the city's publicity and cyberspace departments today, encourages the establishment of content creation hubs with global reach in Huangpu and Yangpu districts. They are expected to draw worldwide content providers and digital firms.

Platforms and incubators that perform well in these centers could win annual awards of up to 10 million yuan (US$1.39 million).

Districts are also encouraged to improve their content production industry chains. These centers will host major industry events, including worldwide creator conferences and innovation competitions.

The policy provides financial incentives to content providers who write compelling stories about Shanghai and China. Influential material can earn up to 100,000 yuan. Creators can also be nominated for national or city-level awards.

To safeguard creators, a fast-track legal support system will be established in the content creation centers.

The city will help businesses that use cutting-edge technology, such as artificial intelligence, to create online content. Companies developing solutions that use AI and similar technologies to enhance high-quality content production may be eligible for funding covering up to 30 percent of their total investment.

To assist small enterprises and creators, the city intends to establish a separate fund. It will also establish a "green channel" for easier bank loans. Loan interest assistance could cover up to half of the loan rate. Shanghai is encouraging hubs to provide shared studios, office space, and other resources. Content creators will also have access to one-stop services like business registration, tax consultation, and copyright assistance.

High-performing creators may be prioritized for talent housing and household registration.

The city will make additional public spaces available to creators, such as scenic locations, museums, and major events. State-owned enterprises and media outlets will be encouraged to collaborate with content providers.

Shanghai also wants to assist creators in expanding globally and improve visa services for overseas content makers.

The city is also expanding professional development options for content creators. It simplifies the title evaluation process, encourages platforms to participate in talent assessments, and strengthens internship relationships between universities and content creation hubs. Content makers will also be considered for talent programs and prize selection.
