Starting a business used to involve a lot of red tape, dragging applicants through a myriad of often confusing and time-consuming steps across various government departments along the way. 

That's all changed following years of effort from the city's government to streamline procedures, sending China's rank in the World Bank's Ease of Doing Business climbing significantly.
