Reissuance of a foreign passport in Shanghai

If a foreigner loses his or her passport, he or she shall report the loss to the exit and entry administration of the public security organ and provide identity certificate and entry certificate.

If there is a host entity, a description issued by the host entity shall be also provided. Upon verification, the exit and entry administration shall issue the Lost Passport Certificate generally within two working days.

After obtaining the Lost Passport Certificate, a foreigner shall apply for a new passport at his/her home country's embassy or consulate and shall, within 30 days after the issuance of the Lost Passport Certificate, go through the formalities for residence or stay in China at the exit and entry administration of the local public security organ.

Process:

Report the loss of passport – Obtain the certificate of passport loss – Receive a new passport – Renew accommodation registration at the hotel or police station (with new passport number) – Prepare application materials for a new residence or stay certificate according to specific matter and relevant notification form.

If a foreigner directly reissues his/her passport to the home country's embassy or consulate, instead of reporting the loss of his passport to the exit and entry administration of the local public security organ after his/her passport is lost or stolen, he/she must also provide a letter issued by home country's embassy or consulate when a visa is reissued.
