Shanghai to Launch Global Open-Source Hub
Shanghai has launched a proposal to create a comprehensive, internationalized open-source ecosystem, marking a significant step toward technological self-reliance.
The plan calls for the development of China's first worldwide open-source platform in 2026. The city will offer platforms that are similar to GitHub and Linux while also providing a strategic alternative to US-dominated developer communities.
Shanghai intends to become a global "source of innovation" by 2027 as per a blueprint released this month. This three-year plan's key performance indicators include cultivating a community of over three million open-source developers, nurturing 100 commercialized open-source enterprises and over 200 high-quality projects, and establishing one to two open-source communities with international influence, according to the Shanghai Municipal Commission of Economy and Informatization.
Qiu Wei, the commission's Chief Engineer, described a "three-in-one" approach that emphasizes technology, talent, and enterprise.
To close the gap in domestic toolchains, Shanghai will establish a special fund beginning in 2026 to promote research and development initiatives for core development tools.
The commission said Shanghai's new platform will focus on high-growth industries such as artificial intelligence, chips, high-end software, the Metaverse, and next-generation Internet.
To achieve these aims, the city will start five programs focusing on foundation construction, education, talent development, and collaborative governance, all of which will connect domestic efforts with international norms.
Industry insiders say the campaign is intended to respond directly to the mounting geopolitical concerns connected with Western-controlled platforms.
Currently, the worldwide open-source environment is dominated by GitHub (Microsoft-owned) and Android (Google-owned), both of which are subject to US export laws and corporate rules.
According to industry insiders, Shanghai is not only looking for a backup plan by developing its own "Linux and GitHub," but also hopes to lead the next era of global collaborative innovation.
