Startup in Shanghai: 2025 Edition

AKA: The Battle Royale for Bright Ideas in the Yangtze Delta

Remember, not too long ago, we detailed how President Xi was just in Shanghai, and how he had given a mandate to Shanghai to become China's tech leader. Coming right off the heels of that, a major Startup Competition is about to get underway in the city.

Since 2012, the "Startup in Shanghai" International Innovation & Entrepreneurship Competition has been Shanghai's favorite petri dish for technophiles, biotech visionaries, hardware obsessives, and all the startup dreamers who think they've got the next big thing (and a decent pitch deck to prove it). It's equal parts talent show, tech expo, and government-backed networking party (which, is worth it alone to get access too) – with real money on the line. Over 70,000 startups have participated, so this isn't anything to snooze on.

As of May 20, the 2025 edition is officially in gear and is taking applications up until July, throwing open its digital doors to scrappy teams, stealth-mode ventures, and innovation junkies from across the globe. Think your idea has legs – and maybe even a patent or two? They're listening.

Read on for details on how to apply. Work at a start up, or have friends who do... send this to them. They might thank you later.

1.1 Applying: Because Great Ideas Don't Just Enter Themselves

(1) Who Can Apply:

If your squad has at least three humans, a killer concept, some IP that isn't being disputed in a courtroom, and you're doing something in tech that can't be built in a basement with duct tape – congrats, you're eligible. This thing is open to startups and early-stage companies deep in R&D or service-mode in the tech-o-sphere. Bonus points if you're actually doing something new.

(2) Where to Apply:

International teams: Head to WeStart TOP100. It's in English!

Domestic teams: Use the main portal at startup-sh.cn. You know the drill.

Applications are open from May through July. Exact dates: buried in the website fine print. Go dig.

(3) Hot Sectors That Should Definitely Apply:

Think: all the buzzwords your VC pitch already includes –

  • Next-gen IT
  • Biomedicine
  • Fancy machines (a.k.a. "High-end Equipment Manufacturing")
  • New Energy
  • New Materials
  • The Planet (Resources & Environment)
  • And of course, Electric Cars

More granular details live in the dropdown menus of the application site. Enjoy the scroll.

(4) Getting the Green Light:

Submit your paperwork, check your eligibility, pray for no typos. The organizing committee will comb through it all in their majestic Registration Information System. Final deadline to be deemed worthy: July 31, 2025.

1.2 Preliminary Round

AKA: 8 Minutes to Convince Strangers You're the Next Tony Stark

(1) How It Works:

Zoom or boardroom – your choice. Each team gets 8 minutes of stage time (and a PowerPoint, because of course) to lay out why your startup deserves a shot. Followed by 7 minutes of Q&A from judges who have seen more slides than you've had hot meals.

(2) The Cut:

Only 200 teams make it out alive. "Expert evaluations" will decide who lives to pitch another day. Expect some LinkedIn-heavy judgment.

(3) When It Happens:

July to August 2025. Mark your calendars, practice your demo, and please – spell-check your deck.

1.3 Semifinals

Where the Decks Get Better, and the Stakes Get Real

(1) What to Expect:

Welcome to the big leagues – in-person only this time. You've still got 8 minutes to pitch and 7 minutes to survive whatever curveballs the judges throw. Pack a fresh blazer and rehearse your "we're not just burning cash" face.

(2) Who Makes It Through:

100 teams walk away with a Team Excellence Award, which sounds modest but looks good on slide 12 of your investor deck. From those 100, only 20 golden children advance to the Finals – the real fight for the First, Second, and Third Prizes (and all the bragging rights that follow).

(3) When It Happens:

September 20–22, 2025. Block out your calendar.

1.4 Finals

Cue the Spotlights. It's Go Time.

(1) Format:

Same formula, higher pressure: 8-minute pitch, 7-minute interrogation – but now you're facing the final boss-level panel. This is the last stop before your startup gets a trophy, funding, and maybe a few awkward media photos.

(2) When It Goes Down:

Mid-November 2025 – just in time for those year-end "Top 20 Startups to Watch" lists. Dress accordingly.

(3) What You're Playing For:

Among the 20 finalists:

  • 2 First Prizes
  • 6 Second Prizes
  • 12 Third Prizes

And if the stars align and the expert panel hits a two-thirds consensus, one of those First Prize winners might walk away with the Special Grand Prize – reserved for startups with serious innovation chops and market muscle.

2. The Awards and More

Free Stuff, Funding, and the Shanghai Welcome Package

So, you've impressed the judges and survived three rounds of slide decks and polite applause. What now? Turns out, quite a bit. Here's what the city has in store for winners (besides a pat on the back and a plaque for your office shelf).

Funding:

Get ready to talk numbers. Whether you scored an Excellence Award, a Third, Second, First Prize, or the elusive Special Grand Prize, you're eligible for funding at the highest level you reached – but only once.

Here's the catch: if you're a startup team (not yet a registered company), you've got two years to set up shop in Shanghai and secure an angel investment of RMB 5 million or more. Nail both, and the funds are yours.

2.2 Incubation Services

You win, you get perks – and not just a pat on the back.

For startup team awardees, here's what's on the table during your two-year qualification period:

  • 3–6 months of soft-landing incubation space, courtesy of Shanghai's certified incubators. Yes, real desks. Possibly plants.
  • Tailored one-on-one coaching by seasoned mentors – the kind who've survived their own startup war stories.
  • Pitch opportunities in front of actual investors – not just people who nod and ghost.
  • Business matchmaking services – helping you connect with potential customers, pilot scenarios, and maybe even a supply chain that doesn't break under pressure.

2.3 Additional Support

For extra's, you'll need to register a company within Shanghai's jurisdiction. Do that and more doors start opening:

  • Partner banks will actually return your calls
  • Fast-track access to entrepreneurship loan programs

Invites (and possible exposure opportunities) to the city's biggest tech schmoozefests:

  • Pujiang Innovation Forum
  • Shanghai Science and Technology Festival
  • CIIE (yes, that CIIE)
  • CIIF
  • WeStart Global Conference

Look, if you're a startup founder, this city is where things happen. This city is packed with capital, resources, and the kind of infrastructure that turns ideas into businesses. If you've got a world-changing idea (or even just a really good pitch), this competition is your ticket to get noticed in the city where anything seems possible. Don't just sit there – make it happen.
