Shanghai Streamlines Exit-Entry Services for Business, Travel

Shanghai has introduced a series of new exit-entry service measures, including several aimed at improving convenience for foreign nationals and overseas business visitors.

Last year, the city processed more than 5.3 million exit-entry documents for Chinese citizens, marking the third consecutive year in which the total exceeded 5 million.

1. Port visa applications by foreign employees based in Shanghai

Foreign nationals working in Shanghai are now eligible to apply for port visas on behalf of foreign invitees, such as business partners or research team members. Applications can be submitted through a "personal invitation plus fully online processing" model, without the need to provide employer certification documents.

2. New port visa services at the Shanghai Eastern Hub International Business Cooperation Zone

A designated port visa service window has opened at the Eastern Hub International Business Cooperation Zone, providing on-arrival, all-day processing for overseas visitors with business, family, or travel needs, along with guidance on immigration-related services.

3. Yangtze River Delta port visa coordination

Enterprises across the Yangtze River Delta region can now submit port visa application materials for foreign visitors entering through Shanghai directly via Shanghai's "One-Stop Online Platform." This system enables companies to upload applications online, allows immigration officers to review and approve them remotely, and facilitates visa issuance upon the visitor's arrival.

4. Expanded eligibility for multiple-entry permits to Hong Kong and Macau

Professionals in the financial and shipping sectors are now eligible to apply for multiple-entry permits for travel to Hong Kong and Macau. Eligible applicants may apply at any exit-entry service window in Shanghai for permits valid for one year, with stays of up to 30 days per visit.

5. Broader citywide access to expedited services

All exit-entry service windows across Shanghai can now provide expedited processing for applications for Exit and Entry Permits for Hong Kong and Macau residents, as well as for single-entry mainland travel permits for Taiwan residents. Eligible Shanghai-based enterprises can also complete Hong Kong and Macau business registration filings on site.

6. Extended service hours for document applications

To meet increased demand ahead of the Chinese New Year holiday next month, Shanghai will open evening service sessions for Chinese citizens applying for exit-entry documents on January 9, 16 and 23, with selected service halls extending operating hours to 7:30pm.

7. 24/7 support for fully online applications

A dedicated, staff-operated service line has been added to the 12367 immigration hotline, offering 24/7 policy consultation, application guidance, and one-on-one support for fully online exit-entry services, allowing applicants to complete procedures without in-person visits.
