China Extradites Suspect of Serial Kidnappings, Murders from Philippines
Shi Chunfang, a prime suspect in a series of kidnappings and murders targeting Chinese citizens in the Philippines, has been extradited to China following a joint cross-border law enforcement operation, Jimu News reported today.
The Chinese Embassy in the Philippines stated that Shi is alleged to be involved in multiple severe criminal cases, including abduction and homicide. After over two years of extensive investigation, joint task forces from both countries located his hideout. A coordinated operation led to his recent apprehension and subsequent handover to Chinese authorities.
According to the Southern Metropolis Daily, Shi reportedly posed as the President of the Rizal Province Chapter of the Philippine Chinese Chamber of Commerce to lure victims under false pretenses such as investment opportunities or high-paying jobs. Upon their arrival, his alleged criminal gang would kidnap them, demand exorbitant ransoms, and murder them even after payments were made.
In a statement issued on December 29, the Philippine Chinese Chamber of Commerce clarified that while Shi served as the inaugural president of its Rizal Province Chapter, he showed no signs of illicit behavior during his tenure and had not participated in core administrative affairs after its founding. The chamber emphasized that Shi has severed all ties with the organization and is no longer a member.
Legal expert Qu Chen, a lawyer from Guanghe Law Firm, explained that China's Criminal Law establishes multiple jurisdictional principles: territorial jurisdiction over crimes committed within China; nationality-based jurisdiction over crimes committed abroad by Chinese citizens; protective jurisdiction over crimes committed abroad by foreigners against Chinese citizens; and universal jurisdiction over international treaty-based crimes to the extent of China's treaty obligations.
