Shanghai Adds 11 New Online Vehicle and Driver Services

Shanghai's traffic police have moved 11 vehicle and driver management services to the official One-Stop Online Government Service Portal, the Suishenban mini-programs on WeChat and Alipay, as well as the Suishenban Citizen Cloud app.

All services can be found under the platforms' "Shanghai Traffic Police" section.

The new digital services include:

1. Checking motor vehicle registration records;

2. Obtaining a driving certificate for overseas use;

3. Downgrading the vehicle class on one's driver's license;

4. Applying for or reissuing documentation for completed vehicle plate procedures;

5. Renewing a driver's license due to changes in health conditions;

6. Canceling a driver's license;

7. Temporary plates for vehicles being exported;

8. Temporary plates for unsold vehicles;

9. Temporary plates for research or test vehicles;

10. Deregistering a vehicle due to quality-related returns;

11. Deregistering a vehicle no longer used in China.

Items 7-9 currently only accept applications from organizations via the desktop portal, while all the other services are available to individual users.

Foreign nationals holding a valid Chinese driver's license can also log into the one-stop governmental service portal to access these online services.

To apply online, users should complete identity verification and follow the prompts to submit the required information and upload photos of supporting documents. Organizations can verify their identity by logging in using their electronic business license.

Shanghai Traffic Police will review applications within one workday, with results issued timely via the platform. For services requiring the delivery of license plates, permits, or other documents, courier services will manage the collection and delivery process.

For services involving the delivery of license plates, permits, or other documents, courier companies will handle both pickup and delivery.

To guarantee service quality, a dedicated hotline – (021) 5278-9112 – has been set up to address policy inquiries and provide updates on application progress.

Since the start of this year, Shanghai's traffic police have continued expanding their digital service offerings, rolling out 18 reform measures to date. Platforms such as the 12123 traffic app and the one-stop governmental service portal now serve an average of 269,000 users per day.
