Jiading Banks on Precise Investment Promotion to Attract Firms

Jiading District attracted 142 above-scale projects with a total investment of 29.2 billion yuan (US$4.1 billion) in the first half of this year, demonstrating strong appeal for investment and efficient service capabilities.

Behind the scenes was a combination of measures such as innovatively developing industrial chain investment mapping and advancing capital-based and technology-driven investment promotion.

Among the series of measures, precision investment promotion was an innovative initiative this year. In the first half of the year, relying on the mapping for precise positioning, Jiading attracted several influential industrial projects, including Intercable New Energy Vehicle and SKF Asia-Pacific Automotive Headquarters and R&D Center, to settle in the suburban Shanghai district.

The settlement of the Intercable project is a classic case. As a target enterprise in Jiading's "industrial chain mapping," the establishment of Intercable's headquarters is a vivid practice of the district and town's collaborative innovation in using the "industrial chain mapping" to deeply explore the industrial chain ecosystem.

Recently, the Intercable New Energy Vehicle project was launched in Anting Town, with an expected sales revenue of over 10 billion yuan within 10 years after production starts.

"Jiading has a solid industrial foundation, and its development strategy, focusing on new driving sectors of automobiles, perfectly aligns with our development direction," said Fang Weihua, general manager of Intercable Automotive Technology (Shanghai) Co Ltd.

The settlement of Intercable's Asia-Pacific headquarters and factory in Jiading is a key measure for the group to continuously expand its business layout in China.

Leveraging Anting's comprehensive supply chain and industrial supporting facilities, Intercable will deepen cooperation with local automakers, collaborate with Jiading's industrial cluster, and continuously advance large-scale development and achieve technological innovation breakthroughs in Shanghai.

In February this year, the district's investment promotion service center unveiled six full industrial chain mappings covering integrated circuits, biomedicine, online new economy, as well as future tracks like low-altitude economy and humanoid robots, targeting nearly 1,000 enterprises and forming a navigation matrix for full-chain investment promotion in key industries.

Anting Town has released personalized mappings covering auto parts and system integration, power batteries, and intelligent cockpits, providing guidance for investment promotion in segmented tracks.

In April this year, SKF's Asia-Pacific Automotive Headquarters and R&D Center settled in Jiading. What the enterprise values is not only Jiading's precise policies but also the convenient, efficient, and subtle service experience here.

The district has established an investment promotion team composed of 30 core members to participate in the negotiations for district-level key projects and the update of industrial investment promotion mappings.

In the early stage, the enterprise needed to complete access approval procedures. The investment promotion team significantly improved the project landing efficiency.

"We originally planned to spend two months on access approval. With the coordination of the industrial park, Anting Town, and the district-level department investment promotion teams, the processing cycle was greatly shortened, and we expect to move equipment into the new headquarters by the end of the year," said Chu Hao, president of SKF Asia-Pacific Automotive Division.

"This fast and efficient support is exactly the one-stop service we need," he added. Currently, the project is progressing steadily, with external decoration mostly completed, and it is expected to open early next year.

"Our park is home to seven of the world's top 10 auto parts enterprises, and SKF is an extremely important leading enterprise among them," Zhang Yuanliang, deputy general manager of Shanghai International Automobile City's auto parts industrial park.

In September last year, when learning that SKF planned to operate its automotive division independently and relocate its Asia-Pacific automotive headquarters, the investment promotion team responded quickly and tailored an exclusive landing plan for SKF.

"We quickly matched multiple available resources across the town to activate existing spaces. On the first working day after the Spring Festival, we conducted an on-site survey with the enterprise, securing valuable time for the enterprise's operation preparation," said Zhang.
